					<description><![CDATA[<strong>Geneva-Paris, 31 July 2026.</strong> <a href="https://www.omct.org/en/network-members/le-collectif-des-d%C3%A9fenseurs-sahraouis-des-droits-humains-au-sahara-occidental-codesa" target="_blank" rel="noopener noreferrer">Collective of Sahrawi Human Rights Defenders (CODESA</a>), an independent Sahrawi human rights organisation and member of the OMCT network, has recently been subjected to renewed restrictions on movement, electricity cuts, surveillance, and intimidation in occupied Western Sahara.

The Observatory for the Protection of Human Rights Defenders, a partnership between the World Organisation Against Torture (OMCT) and the International Federation for Human Rights (FIDH), strongly condemns the continued targeting of CODESA's President <strong>Ali Salem Tamek</strong>, Vice-President <strong>Khadijetou Douih</strong>, CODESA member <strong>El Maalouma Falankhi</strong>,, CODESA Administrative Committee member<strong> Bachir Bouamoud</strong>, and their children, in retaliation for CODESA's legitimate human rights work. The Observatory urgently calls on the Moroccan authorities to put an end to the acts of reprisal against CODESA which are part of a longstanding and systematic pattern of repression against Sahrawi human rights defenders in occupied Western Sahara.

<a href="https://www.omct.org/fr/ressources/appels-urgents/maroc-sahara-occidental-harc%C3%A8lement-surveillance-et-restrictions-continues-%C3%A0-lencontre-des-membres-du-codesa" target="_blank" rel="noopener noreferrer">The Observatory has reported</a> several incidents involving repeated sieges and surveillance of the private homes of CODESA members in occupied Laayoune<strong>.</strong> On 20 May 2026, Moroccan police, accompanied by officials of the Moroccan administration, intensified surveillance around the residence of <strong>Ali Salem Tamek</strong> in the Al Mostaqbal neighbourhood of occupied Laayoune. His home was once again placed under a <i>de facto</i> siege, continuing a recurring pattern of restrictions and harassment. In the same context, Moroccan police prevented <strong>El</strong> <strong>Maalouma Falankhi</strong>, her minor daughter <strong>Khalifa Mojahid</strong>, and <strong>El</strong> <strong>Bachir Bouamoud</strong> from accessing an apartment located in the same building under siege. The Observatory is also concerned by the ongoing siege imposed on the residence of <strong>Khadijatou Douih</strong> on 20 May 2026. Her home remains under constant surveillance and encirclement by Moroccan forces for more than two months.

The Observatory has also received information that the homes of several CODESA members have been subjected to deliberate electricity cuts. On 20 May 2026 electricity to the residence of Ali Salem Tamek was deliberately cut and part of the electrical meter was reportedly damaged. According to Khadijetou Douih’s testimony, electricity to her residence was deliberately disconnected by Moroccan police officers at approximately 7:45 p.m. on 20 May 2026.

Civil society actors have also been targeted through Strategic Lawsuits Against Public Participation (SLAPPs) aimed at silencing their human rights activities in support of the rights of the Sahrawi people. On 8 June 2026, <strong>Essalek Baber</strong>, a member of the CODESA Administrative Committee, along with<strong> El Barr El Kentawi </strong>and <strong>Abdessamad Tigga</strong>, two Sahrawi students, were sentenced by the Court of First Instance in Guelmim to six months’ imprisonment and fines in connection with events linked to a welcoming ceremony held for the <a href="https://codesa-ws.org/issuance-of-illegitimate-prison-sentences-against-sahrawi-students-and-formerpolitical-prisoners-prosecuted-while-on-provisional-release/?utm_" target="_blank" rel="noopener noreferrer">release of Sahrawi political prisoner Elhoucine Bourkba</a>. Essalek Baber and El Barr El Kentawi are both former Sahrawi political prisoners whose previous detention was found to be arbitrary <a href="https://digitallibrary.un.org/record/3933409?ln=en&amp;utm_=&amp;v=pdf" target="_blank" rel="noopener noreferrer">by the United Nations Working Group on Arbitrary Detention,</a> which called for their immediate release.

According to information received, a Moroccan administrative official holding the rank of <i>Pasha</i> threatened and verbally provoked Mr. <strong>Tamek </strong>in the presence of his ten-year-old son. The child had previously been subjected to detention and intimidation by Moroccan police, conduct that seriously undermines the child's psychological and physical integrity and constitutes a serious violation of his fundamental rights. Ms. Douih further reported continuous harassment against her, which has had significant psychological impact on her two daughters, both under the age of eight. The Observatory has also received information that <strong>Nabiha Bounnane</strong>, a member of CODESA's Tan-Tan branch, has been subjected to persistent threats and escalating harassment because of her peaceful human rights activities and her support for the Sahrawi people's right to self-determination. Another reported incident concerns <strong>Boujemaa Benmoussa</strong>, a member of CODESA's Dakhla branch, who was detained on 13 May 2026 by Moroccan authorities at the Guerguerat checkpoint upon returning from an event in the Sahrawi refugee camps in southwestern Algeria. He was subjected to a humiliating search and questioning about his activities and travel.

These incidents are not isolated but form part of the broader pattern of repression against CODESA and Sahrawi human rights defenders. Threats were directed against <strong>El Khalifa Ragbi, </strong>a CODESA member and the wife of Ali Salem Tamek while <a href="https://www.omct.org/fr/ressources/appels-urgents/maroc-sahara-occidental-harc%C3%A8lement-surveillance-et-restrictions-continues-%C3%A0-lencontre-des-membres-du-codesa" target="_blank" rel="noopener noreferrer"><strong>Hassan Zerouali</strong></a><strong>,</strong> a member of CODESA's Administrative Committee and its Dakhla branch, was subjected to a home raid on 19 January 2025. At the same time, other Sahrawi human rights defenders continue to face reprisals while being detained, such as the journalist <a href="https://www.omct.org/fr/ressources/declarations/maroc-sahara-occidental-d%C3%A9gradation-des-conditions-carc%C3%A9rales-des-d%C3%A9tenus-sahraouis-alerte-sur-le-cas-du-journaliste-el-bachir-khadda" target="_blank" rel="noopener noreferrer"><strong>El Bachir Khadda</strong></a> and the defender <a href="https://www.omct.org/fr/ressources/appels-urgents/maroc-sahara-occidental-emprisonn%C3%A9-depuis-15-ans-le-d%C3%A9fenseur-sahraoui-na%C3%A2ma-asfari-en-gr%C3%A8ve-de-la-faim-depuis-x-jours" target="_blank" rel="noopener noreferrer"><strong>Naâma Asfari</strong></a>, imprisoned since 2010 following the Gdeim Izik unfair trial, who face intimidations and inadequate medical care. An additional documented incident occurred on 1 March 2025, when Moroccan authorities removed and destroyed surveillance cameras installed at the home of Ali Salem Tamek, which also serves as CODESA’s temporary headquarters, as part of a broader pattern of harassment against CODESA and its members.

The Observatory notes that United Nations human rights mechanisms, notably several UN Special Rapporteurs, have repeatedly expressed concern regarding these reprisals against Sahrawi human rights defenders, including members of CODESA, as outlined in communications such as <a href="https://spcommreports.ohchr.org/TMResultsBase/DownLoadPublicCommunicationFile?gId=29772&amp;utm_source" target="_blank" rel="noopener noreferrer">AL MAR 3/2025</a> on 20 March 2025. They have consistently called upon Morocco to ensure that all CODESA members and human rights defenders are able to carry out their legitimate work without fear of retaliation.

The reported reprisals against CODESA members engage rights protected under international human rights law, including the rights to freedom of expression, peaceful assembly and association enshrined in Articles 19, 21 and 22 of the <a href="https://www.ohchr.org/en/instruments-mechanisms/instruments/international-covenant-civil-and-political-rights" target="_blank" rel="noopener noreferrer">International Covenant on Civil and Political Rights</a> (ICCPR), as well as the right to self-determination recognised in Article 1.

The Observatory calls on the Moroccan authorities to immediately cease the restrictions on movement of Ali Salem Tamek, El Maalouma Falankhi, Khadijatou Douih, El Bachir Bouamoud and all members of CODESA, and to put an end to all forms of intimidation, harassment, surveillance, arbitrary detention, and verbal or physical attacks targeting members of CODESA and all Sahrawi human rights defenders, and to ensure that they are able to carry out their legitimate human rights work freely and safely.

The Observatory further urges the Moroccan authorities to conduct prompt, independent, impartial and effective investigations into the siege of private residences, the deliberate disruption of electricity and all other reported violations, with a view to identifying those responsible and ensuring full accountability.

The Observatory further calls upon the United Nations, in light of its responsibilities regarding Western Sahara, and the wider international community to take effective measures to address the ongoing violations committed against Sahrawi civilians, including through independent investigations into allegations of reprisals and other serious human rights violations. It also urges all United Nations bodies and international human rights organisations to ensure that Sahrawi human rights defenders are able to carry out their legitimate work without restrictions or fear of reprisals, in full accordance with the United Nations Declaration on Human Rights Defenders.

		<title>Equatorial Guinea: Urgent Appeal to Implement the UN Working Group on Arbitrary Detention’s Opinion and Immediately Release Anacleto Micha Ndong Nlang</title>

We, the undersigned, respectfully request that you act decisively and implement the recent opinion, No. 70/2025, issued by the UN Working Group on Arbitrary Detention (WGAD) to release Anacleto Micha Ndong Nlang, an Equatoguinean lawyer and activist who remains incommunicado in violation of international law.

On January 26, 2024, plainclothes security officials violently arrested Anacleto at his home in Malabo without a warrant. His arrest was in direct retaliation for a complaint he filed against high-ranking security officials, exposing the kidnapping and torture he endured during a previous unjust detention from September 2022 to June 2023. He was subsequently charged with slander and placed in indefinite pretrial detention. Anacleto has not been seen or heard from since March 22, 2024. In July 2024, a judge informed his lawyers that he had been transferred to Oveng Azem, a remote, maximum-security prison where he is currently being held incommunicado.

In response to the Human Rights Foundation’s petition, the WGAD determined that Anacleto is being arbitrarily detained by the Equatoguinean regime. The WGAD explicitly called for his immediate release and for full reparations for the violations he has suffered. As a member of the UN, Equatorial Guinea has a clear obligation to respect the decisions of the WGAD and to uphold its commitments under the International Covenant on Civil and Political Rights, the Universal Declaration of Human Rights, the Convention against Torture, and the UN Declaration on the Protection of All Persons from Enforced Disappearance.

Anacleto’s prolonged incommunicado detention places him at imminent risk of further torture and mistreatment, particularly given his documented history of abuse at the hands of state officials.

We respectfully call on your government to:
<ol>
 	<li>Immediately and unconditionally release Anacleto Micha Ndong Nlang in compliance with the WGAD opinion;</li>
 	<li>End his incommunicado detention immediately and grant his family and lawyers unrestricted access to him, consistent with international due process standards, pending his release;</li>
 	<li>Provide him with full reparations, including compensation for his arbitrary detention and for the torture and ill-treatment he has endured;</li>
 	<li>Guarantee his physical safety and well-being, ensuring he will not be subjected to further harassment, threats, or violence by state actors;</li>
 	<li>Drop all retaliatory charges against him and cease the judicial harassment of activists, political dissidents, lawyers, and human rights defenders; and</li>
 	<li>End the practice of enforced disappearances and incommunicado detention of prisoners of conscience, including the use of Oveng Azem prison to isolate dissidents from the outside world.</li>

Anacleto’s prolonged incommunicado detention places him at imminent risk of further torture and mistreatment, particularly given his documented history of abuse at the hands of state officials.

En diciembre de 2022, la Sra. Laparra fue condenada por el delito de “abuso de autoridad continuada” tras denunciar posibles actos irregulares atribuibles al entonces juez Lesther Castellanos Rodas. El Tribunal Octavo de Primera Instancia Penal de Guatemala la <a href="https://www.omct.org/es/recursos/llamamientos-urgentes/guatemala-ex-fiscal-contra-la-impunidad-virginia-laparra-condenada-a-cuatro-a%C3%B1os-de-c%C3%A1rcel">condenó a cuatro años de prisión</a> conmutables, ocho años de inhabilitación para ejercer cargos públicos y al pago de una reparación económica exigida por la Procuraduría General de la Nación, que actualmente continúa reclamando una suma cercana a un cuarto de millón de quetzales (alrededor de 32 mil dólares).

La sentencia fue confirmada en 2023 por una sala de apelaciones. Desde entonces, la audiencia de casación ha sido reprogramada reiteradamente, postergándose año tras año, y aunque inicialmente estaba prevista para celebrarse en septiembre de 2026, fue adelantada al próximo 22 de mayo.

El proceso de <a href="https://www.ohchr.org/sites/default/files/documents/issues/detention-wg/opinions/session96/A-HRC-WGAD-2023-24-AEV.pdf">criminalización</a> y la <a href="https://www.ohchr.org/es/press-releases/2022/11/guatemala-un-expert-condemns-targeting-prosecutor-and-judge">persecución</a> de la Sra. Laparra, que incluyó una detención arbitraria de dos años, ha sido ampliamente señalado por organismos internacionales, expertos independientes y organizaciones de derechos humanos como un ejemplo de criminalización contra personas operadoras de justicia que combaten la corrupción y la impunidad en Guatemala.

Tal como ha sido documentado, la Sra. Laparra ejerció sus funciones en calidad de fiscal de la Fiscalía Especial contra la Impunidad (FECI), en el marco de su mandato institucional, al poner en conocimiento hechos que consideró incompatibles con los principios de imparcialidad y debida conducta judicial.

No obstante, en lugar de se garantizar la debida protección a una persona que habría denunciado posibles irregularidades en el ejercicio de la función pública, el sistema de justicia se utilizó para iniciar acciones de persecución judicial y sanción en su contra y con <a href="https://www.omct.org/es/recursos/declaraciones/guatemala-violaciones-graves-al-derecho-al-debido-proceso-de-virginia-laparra#entry:390023@4:url">graves violaciones al debido proceso</a>.

El Comité de Expertas del Mecanismo de Seguimiento de la Convención de Belém do Pará (MESECVI) <a href="https://www.oas.org/es/mesecvi/docs/Comunicado-Virginia-Laparra.pdf?utm">manifestó</a> desde 2023 su preocupación por las irregularidades observadas en el proceso, las violaciones al debido proceso y el impacto que este caso tiene sobre la independencia judicial y fiscal en el país.

El Observatorio manifiesta preocupación de que la eventual confirmación de la condena por parte de la Corte Suprema de Justicia pueda implicar consecuencias significativas para la Sra. Laparra, además de transmitir un mensaje de preocupación a las personas funcionarias judiciales y fiscales que desempeñan su labor en la lucha contra la corrupción. En la práctica, dicha decisión podría contribuir a la consolidación de una condena calificada de arbitraria y que habría tenido como consecuencia el exilio de la Sra. Laparra, al tiempo que podría profundizar el clima de incertidumbre que enfrentan quienes ejercen la defensa de la legalidad y del Estado de derecho en Guatemala.

En vista de los hechos presentados llamamos a:
<ul>
 	<li>Exhortar a la Corte Suprema de Justicia a conocer el recurso de casación con independencia, imparcialidad y estricto apego a los estándares nacionales e internacionales de derechos humanos.</li>
 	<li>Llamar al Ministerio Público a revisar las actuaciones promovidas durante la gestión de la Fiscal General Consuelo Porras, las cuales han sido señaladas como vinculadas a procesos de criminalización contra fiscales, jueces, periodistas y personas defensoras de derechos humanos.</li>
</ul>
Asimismo, se alienta a las nuevas autoridades del sistema de justicia a adoptar medidas orientadas a evitar el uso indebido del derecho penal como mecanismo de represalia o restricción indebida del ejercicio de funciones públicas y de la libertad de expresión.

Reafirmamos que el combate a la corrupción no debe dar lugar a persecución penal y se subraya la importancia de fortalecer las instituciones de justicia que garanticen el Estado de derecho, en lugar de prácticas que puedan contribuir a la generación de temor, al desplazamiento o a la impunidad.

Reiteramos nuestra solidaridad con Virginia Laparra y con otras personas operadoras de justicia que han sido objeto de procesos judiciales en el contexto del ejercicio de sus funciones.]]></description>

		<title>Algérie : fermeture et mise sous scellés des bureaux de SOS Disparus</title>

					<description><![CDATA[L’Observatoire a été informé de la fermeture et de la mise sous scellés des bureaux de l’association SOS Disparus, engagée dans la lutte contre les disparitions forcées en Algérie et affiliée au Collectif des Familles de Disparu·es en Algérie (CFDA). Depuis plus de 25 ans, ces locaux constituaient l’un des rares espaces en Algérie où les familles de personnes disparues pouvaient se réunir, obtenir un accompagnement et faire vivre la mémoire de leurs proches.

Le 16 mars 2026 vers 13h30, un important dispositif policier, composé d’agents de la circonscription de Sidi M’hamed se sont présentés avec un arrêté de scellement devant les locaux de SOS Disparus situés au 21 rue Mustapha Ben Boulaïd, dans le centre d’Alger. Après avoir pénétré dans les lieux, les agents ont procédé à une inspection sans fournir d’explication immédiate, ont pris des photographies, relevé l’identité de toutes les personnes présentes et interrogé celles-ci sur la tenue éventuelle d’une réunion.

Les forces de l’ordre ont ensuite indiqué être venues pour procéder à la mise sous scellés des locaux, en présentant à l’avocate de l’association une décision administrative datée du 12 mars 2026, prise le ministère de l’Intérieur à l’issue d’une réunion tenue le 10 mars 2026. Ce document mandate plusieurs autorités, dont le secrétaire général de la wilaya d’Alger, le délégué du wali du district administratif de Sidi M’hamed, ainsi que des responsables sécuritaires et administratifs, pour exécuter cette décision.

À l’issue de cette opération, les forces de l’ordre ont ordonné aux personnes présentes de quitter les lieux avant de procéder à la fermeture et à la mise sous scellés des bureaux. Cette intervention a ainsi entraîné la fermeture immédiate des locaux de SOS Disparus et, si elle n’est pas levée, empêchera l’association de poursuivre ses activités.

L’Observatoire rappelle que SOS Disparus fait face depuis de nombreuses années à des entraves administratives, notamment en raison de la loi de 2012 sur les associations, qui soumet les organisations à un régime d’agrément préalable pouvant être refusé sans recours effectif. SOS Disparus n’a jamais obtenu cet agrément, malgré la poursuite de ses activités.

L’Observatoire rappelle également que SOS Disparus et le CFDA évoluent dans un climat de répression croissante en Algérie, marqué par des <a href="https://www.jeuneafrique.com/1548726/politique/long-sos-disparus-dans-le-collimateur-des-autorites-algeriennes/" rel="external">entraves répétées</a> à leurs activités. L’association a notamment été <a href="https://www.jeuneafrique.com/1548726/politique/long-sos-disparus-dans-le-collimateur-des-autorites-algeriennes/" rel="external">ciblée par des interdictions</a> d’événements, la surveillance et l’encerclement de ses locaux par les forces de sécurité, ainsi que par des mesures visant ses membres. En juillet 2025, <a href="https://www.fidh.org/fr/themes/defenseurs-des-droits-humains/algerie-interdiction-d-entree-sur-le-territoire-de-nassera-dutour?utm">Mme <strong>Nassera Dutour</strong></a>, présidente du CFDA, s’est vue refuser arbitrairement l’entrée sur le territoire algérien, la Cour administrative d’appel d’Alger ayant rejeté en janvier 2026 son recours contre cette interdiction d’entrée sur le territoire national. Ces éléments illustrent un schéma de harcèlement visant l’organisation dans un contexte plus large de restriction de l’espace civique, en particulier à l’égard des acteur·rices travaillant sur les disparitions forcées et l’héritage de la décennie noire.

L’Observatoire exprime sa vive inquiétude face à la fermeture des bureaux de SOS Disparus, qui semble viser à réduire au silence l’un des derniers espaces de mémoire et de mobilisation des familles de disparu·es, et à entraver les activités légitimes de défense des droits humains menées par l’association.

L’Observatoire rappelle que l’Algérie, en tant qu’État partie au Pacte international relatif aux droits civils et politiques (PIDCP), qui garantit la liberté d’expression (article 19) et la liberté d’association (article 22), doit veiller à ce qu’aucune restriction ou entrave ne soit apportée à l’exercice de ces droits.

El Sr. Juan Camilo Villalobos consolidó su trayectoria como activista durante las movilizaciones sociales en Colombia entre 2019 y 2021, así como en proyectos orientados a la transformación social y a la construcción de memoria histórica. Como activista, el Sr. Villalobos fue recientemente parte de la delegación colombiana en tierra de la Global Sumud Flotilla. Profesionalmente, actualmente el Sr. Villalobos es también contratista de la Consejería Presidencial para los Derechos Humanos.

El 3 de octubre de 2025 – tras una protesta ocurrida el 2 de octubre en Bogotá delante del edificio de la Asociación Nacional de Empresarios de Colombia (ANDI), en solidaridad con Palestina – el Sr. Daniel Briceño, concejal de Bogotá por el partido Centro Democrático, escribió en su cuenta de la <a href="https://click.mailerlite.com/link/c/YT0yODY5ODUzMzI0OTczMTg0MzQxJmM9bDd5MSZiPTE0OTEzMjE3MzAmZD12MnoyZDNo.g5h2ghQsXfd7EGz0CX3oAley1mf1f6ek8wWT82fuH5E" target="_blank" rel="noopener" data-link-id="1491321730">red social X</a> que el Sr. Villalobos "<em>convocó el hostigamiento contra la ANDI</em>”. La protesta del día 2 de octubre de 2025 tenía como objetivo que la ANDI, que reúne más de mil empresarios, cortara relaciones comerciales con Israel por el genocidio y violaciones de derechos humanos cometidas en Palestina.

Con este mensaje, el Sr. Briceño asoció el liderazgo y participación del Sr. Villalobos en condenación del genocidio y en solidaridad contra el pueblo palestino a hechos de violencia que habrán allegadamente sucedido en la misma protesta. Las declaraciones del Sr. Briceño hicieron caso omiso de las intervenciones hechas por el Sr. Villalobos, que invitó a <a href="https://click.mailerlite.com/link/c/YT0yODY5ODUzMzI0OTczMTg0MzQxJmM9bDd5MSZiPTE0OTEzMjE3MzQmZD11OWQ5azVi.A3T3eZ0QnKsB1TSvWnSGuWtpkdqGBGfs8i8W5EmM4TQ" target="_blank" rel="noopener" data-link-id="1491321734">que las movilizaciones se hicieran de manera pacífica</a>.

Desde entonces y hasta la fecha de publicación de este llamado urgente, el Sr. Villalobos ha sido estigmatizado por <a href="https://click.mailerlite.com/link/c/YT0yODY5ODUzMzI0OTczMTg0MzQxJmM9bDd5MSZiPTE0OTEzMjE3MzYmZD1nMXU2dTl6.wQFD4spsIGeS_pFRiOfW1QFJhieOZgLZuY28sDoolcc" target="_blank" rel="noopener" data-link-id="1491321736">medios masivos de comunicación</a> en Colombia y ha venido recibiendo insultos, comentarios difamatorios, que constituyen ataques y amenazas digitales en la red social X, debido a su participación en el equipo en tierra de la delegación de la Global Sumud Flotilla. Entre ellos, personas desconocidas lo amenazaron con conseguir su lugar de residencia para causar daños materiales y físicos en su contra y en contra de su familia. Algunos ataques y amenazas digitales publicados en esta red social incluyen: “<em>Vamos a matar a ese HP. ¡Dirección!”; “Dénle una píldora marca indumil sacada de un dispensador 9 mm esa acaba con estas pestes de raíz”.</em>

Los mensajes en contra del defensor de derechos humanos lo estigmatizan como “terrorista”, “anti-empresa”, “guerrillero”, entre otros adjetivos que buscan deslegitimar su labor como defensor de los derechos humanos. En el contexto del conflicto armado colombiano, <a href="https://click.mailerlite.com/link/c/YT0yODY5ODUzMzI0OTczMTg0MzQxJmM9bDd5MSZiPTE0OTEzMjE3NDAmZD1pMXczeDB1.pvEng_RPvzC_YgvSIIHrZNq45iZg0-TK5HaCMRGB-AA" target="_blank" rel="noopener" data-link-id="1491321740">estas etiquetas han sido historicamente utilizadas para justificar la persecución, judicialización o asesinato de defensores de derechos humanos y de su labor legítima.</a> Este conjunto de ataques y amenazas digitales han causado serias afectaciones a la salud emocional del Sr. Villalobos, así como a la de su esposa, padre, madre y hermano.

El 5 de octubre de 2025, el Sr. Villalobos presentó una denuncia penal ante la Fiscalía General de la Nación por el delito de amenazas contra defensores de derechos humanos y servidores públicos (artículo 188E del Código Penal colombiano), así como por hostigamiento, injuria, calumnia y violación de datos personales.

Sumado a lo anterior, el concejal Daniel Briceño alude en su mensaje al trabajo actual de Juan Camilo Villalobos como contratista de la Consejería Presidencial para los Derechos Humanos. Esta referencia busca vincular de manera estigmatizante su labor independiente como defensor de derechos humanos con su función profesional, con el propósito de insinuar falsamente que habría utilizado recursos públicos en las movilizaciones y trata de involucrar al gobierno actual en los hechos supuestamente ocurridos durante la protesta del 2 de octubre de 2025.

El 9 de octubre de 2025, el Departamento Administrativo de la Presidencia de la República (DAPRE) emitió un <a href="https://click.mailerlite.com/link/c/YT0yODY5ODUzMzI0OTczMTg0MzQxJmM9bDd5MSZiPTE0OTEzMjE3NDMmZD1kNXIybDNn.aGW-zn1AEXdjDn7jozN4lfhrSHENYRvJrwBh3jbq7aU" target="_blank" rel="noopener" data-link-id="1491321743">comunicado</a> en donde afirmó que las labores del Sr. Villalobos “<em>corresponden a funciones técnicas y profesionales específicas, sin relación alguna con los eventos reportados durante las manifestaciones. De manera independiente, el ciudadano desarrolla actividades como activista y defensor de derechos humanos, e integra la delegación colombiana en tierra de la Flotilla Global Sumud, iniciativa de carácter humanitario que busca llevar ayuda al pueblo palestino”.</em>

El 16 de octubre de 2025, la Unidad Nacional de Protección, le otorgó medidas provisionales de protección, consistentes en la asignación de un escolta y un chaleco antibalas.

El Observatorio condena enérgicamente los ataques mediáticos, la estigmatización y amenazas dirigidos contra Juan Camilo Villalobos, los cuales incluyen claros componentes de violencia contra su seguridad y la de su familia. Además, estos ataques pretenden obstaculizar su legítima labor en la lucha de solidaridad contra el genocidio en Palestina.

El Observatorio denuncia los graves perjuicios emocionales y psicológicos que ha causado la difamación pública, las amenazas y la estigmatización en contra del Sr. Villalobos y de su familia.

<p data-redactor-style-cache="text-align: justify;">On September 30, 2023, security agents affiliated with the Ansar Allah (Houthi) group, which currently exercises <em>de facto</em> control over northern Yemen, including the capital Sana'a, prevented Ms <strong>Radhya Al-Mutawakel</strong>, Chairperson of the Mwatana for Human Rights organisation, Mr <strong>Abdul-Rashid Al-Faqih</strong>, Vice-Chairperson of the organisation, and three other members of Mwatana for Human Rights, from travelling through Sana'a International Airport, without providing any legal justification. The security agents presented themselves using pseudonyms and refused to disclose their affiliations. They summoned the five human rights defenders for 10-minute individual interrogations, informing them of the existence of a travel ban against them following alleged “higher orders”. The security agents also returned the luggage that had been shipped into the airplane and cancelled departure visas for two members of the organisation before they boarded the plane. The five human rights defenders were released without charges after the interrogation but remain under travel ban for an indefinite period of time.</p>
<p data-redactor-style-cache="text-align: justify;"><a href="https://www.mwatana.org/en/about-us">Mwatana for Human Rights</a> is an independent Yemeni organisation established in 2007, member of FIDH, which advocates for human rights through the verification and documentation of violations, provision of legal support to victims of human rights violations, as well as awareness raising and capacity building.</p>
<p data-redactor-style-cache="text-align: justify;">Sana’a International Airport, which is located in the area <em>de facto</em> controlled by the Ansar Allah (Houthi) group at the time of publication of this statement, has been partially open since April 2022. Since then, several violations by the Ansar Allah (Houthi) group infringing upon the freedom of movement through Sana'a International Airport and the land routes connecting various regions of Yemen have been reported, including arbitrary detentions, enforced disappearances, travel bans, mistreatment, extortion, intimidation, and discrimination based on regional, local, minority, gender, or any other basis.</p>
<p data-redactor-style-cache="text-align: justify;">The Observatory recalls that this arbitrary travel ban on Mwatana’s members is part of a broader campaign of harassment against the organisation, including its management, and its team. On June 18, 2018, Radhya Al-Mutawakel and Abdul-Rashid Al-Faqih were arbitrarily detained by the Saudi/UAE-led coalition at Seiyun Airport, eastern Yemen. Abdul-Rashid Al-Faqih was also detained by internationally recognised government forces and Islah Party at Al-Fulj checkpoint, in Marib, on June 14, 2018, while he was on his way to travel through Seiyun Airport with Radhya Al-Mutawakel. On March 4, 2017, upon his return from an international conference in Jordan, organised by the International Federation of Journalists and the Yemeni Journalists Syndicate, and attended by several international organisations, the Ansar Allah (Houthi) group arbitrarily detained and interrogated Abdul-Rashid Al-Faqih at Sana'a International Airport, seized his passport and prevented him from travelling.</p>
<p data-redactor-style-cache="text-align: justify;">The Observatory strongly condemns the obstacle to freedom of movement and arbitrary travel ban on Radhya Al-Mutawakel, Abdul-Rashid Al-Faqih, and three other members of Mwatana, and urges all parties to the ongoing conflict in Yemen to put an end to all acts of harassment against them and all other human rights defenders in Yemen, and ensure in all circumstances that they are able to carry out their legitimate activities and exercise their rights without any hindrance and fear of reprisals.</p>

		<title>México: Amenazas, estigmatización y vigilancia ilegal contra Marcelo Pérez Pérez</title>

					<description><![CDATA[El Observatorio ha recibido con profunda preocupación información del Centro de Derechos Humanos Fray Bartolomé de Las Casas, A. C. (Frayba) sobre las amenazas y los actos de intimidación y de vigilancia ilegal contra el padre <strong>Marcelo Pérez Pérez</strong>, defensor de los derechos humanos y párroco de Simojovel y Coordinador de la Pastoral Social de la Diócesis de San Cristóbal de Las Casas, estado de Chiapas. Marcelo Pérez Pérez acompaña procesos de defensa de la tierra y el territorio de los pueblos indígenas Tsotsil, Tseltal y Zoque, así como a las comunidades desplazadas de la región de los Altos de Chiapas y a personas migrantes.

Desde marzo de 2021 hasta el momento de publicación de este Llamado Urgente, se ha registrado una fuerte campaña de estigmatización y amenazas en redes sociales contra el padre Marcelo Pérez Pérez, así como actos de seguimiento y vigilancia ilegal en su contra y estigmatización pública por parte del alcalde electo en el municipio de Pantelhó, en el estado de Chiapas.

En el marco de la campaña electoral y del período previo a las elecciones del 6 de junio de 2021, marcadas por altos niveles de <a href="https://www.ohchr.org/SP/HRBodies/HRC/Pages/NewsDetail.aspx?NewsID=27153&amp;LangID=S">violencia y numerosas violaciones a los derechos humanos</a>, de acuerdo con expertos de las Naciones Unidas (ONU) y de la Organización de los Estados Americanos (OEA), se inició una campaña de difamación y estigmatización en redes sociales contra el padre Marcelo Pérez Pérez, que busca vincularlo a varios partidos políticos, a supuestos actos de corrupción, así como a grupos armados que operan en el estado de Chiapas. En los mensajes publicados en las redes sociales destacan, además, amenazas de muerte contra el defensor.

Asimismo, esta campaña de difamación contra el padre Marcelo Pérez Pérez ha ido acompañada de actos de seguimiento y de vigilancia ilegal. En este sentido, el 25 de mayo de 2021 un vehículo desconocido siguió al padre Marcelo Pérez Pérez durante aproximadamente 30 minutos. Posteriormente, sus ocupantes descendieron del vehículo y se sentaron en la zona donde estaba comiendo el defensor. Los ocupantes de otro vehículo se juntaron al primer grupo y estuvieron observando al padre Marcelo Pérez Pérez de manera constante. Al día siguiente, el 26 de mayo de 2021, una camioneta siguió los vehículos del párroco de Oxchuc y el del padre Marcelo Pérez Pérez en su trayecto desde la reserva de Huitepec hasta el municipio de San Juan Cancuc, hasta que se detuvieron y el vehículo que los acosaba, tras dos minutos estacionado, dejó de seguirles.

Desde el 14 de junio de 2021 y hasta el momento de publicación de este Llamado Urgente, dos personas desconocidas se posicionan cada día desde las 10 de la mañana hasta las dos de la tarde enfrente de la oficina parroquial de la iglesia de Simojovel, donde también se encuentra la vivienda del padre Marcelo Pérez Pérez.

Finalmente, el 21 de julio de 2021, el alcalde electo de Pantelhó estigmatizó al padre Marcelo Pérez Pérez, afirmando en una entrevista que estaría vinculado al grupo armado “Autodefensas del Pueblo ‘El Machete’”. Asimismo, lo acusó de ser “un lobo vestido de oveja” y de conocer los movimientos del grupo armado. El Observatorio recuerda que la estigmatización de personas defensoras por parte de funcionarios estatales o figuras públicas contribuye a una mayor inseguridad y exposición a la violencia para la persona estigmatizada.

El Observatorio subraya que, en los últimos años, el padre Marcelo Pérez Pérez ha sido sometido a constantes <a href="https://www.omct.org/es/recursos/llamamientos-urgentes/death-threats-and-intimidation-acts-against-mr-marcelo-pérez-pérez">amenazas de muerte, actos de intimidación y vigilancia ilegal</a> por su trabajo de defensa de los derechos humanos. En 2015, la Comisión Interamericana de Derechos Humanos (CIDH) otorgó <a href="https://www.oas.org/es/cidh/decisiones/pdf/2015/MC506-14-ES.pdf">medidas cautelares</a> al padre Marcelo Pérez Pérez y a otros diez integrantes y exintegrantes del Consejo Parroquial del Municipio de Simojovel por los riesgos a su vida e integridad física que enfrentaban debido a un ciclo constante de amenazas y actos de violencia en su contra. Sin embargo, las medidas no han sido implementadas adecuadamente, por lo que el hostigamiento contra el padre Marcelo Pérez Pérez no ha cesado y su integridad física continúa en riesgo.

Además, los actos de intimidación, estigmatización, amenazas y vigilancia ilegal contra el padre Marcelo Pérez Pérez arriba mencionados se producen en un contexto de alta conflictividad y violencia estructural en la zona de los Altos de Chiapas. En este sentido, la <a href="https://frayba.org.mx/mision-civil-de-observacion-a-chiapas-denuncia-una-situacion-sistematica-y-estructural-de-violaciones-a-derechos-humanos/">Misión Civil de Observación a Chiapas</a> <a href="https://redtdt.org.mx/mco-a-chiapas-comunicado-de-prensa/">documentó</a> en diciembre de 2020 la situación de desplazamiento forzado, despojo de tierras, amenazas y hostigamiento que viven las comunidades de esta región, debido a la presencia de grupos armados en la zona. El 5 de julio de 2021, fue <a href="https://www.omct.org/es/recursos/llamamientos-urgentes/méxico-asesinato-simón-pedro-pérez-lópez-miembro-de-las-abejas">asesinado</a> en la cabecera municipal de Simojovel <strong>Simón Pedro Pérez López</strong>, miembro de la Organización Sociedad Civil Las Abejas de Acteal, quien defendía los derechos de los pueblos indígenas y trabajaba para la justicia y la consecución de la paz en la región.

El Observatorio rechaza contundentemente los nuevos actos de intimidación, amenazas, vigilancia ilegal y estigmatización contra Marcelo Pérez Pérez, e insta a las autoridades mexicanas a hacer efectivas las medidas cautelares otorgadas por la CIDH, a asegurar de manera inmediata la seguridad y la integridad física y psicológica del defensor, y a garantizar que las personas defensoras en Chiapas y en todo México puedan ejercer libremente y en un clima favorable su derecho a defender derechos humanos.]]></content:encoded>
